Suspect someone's been told to clear their stuff out of a rented flat above or lose their deposit.  Maybe.
 FH is still relatively cheap by London standards so plenty of DSS type lettings.  Transient people with more fundamental things to worry about than the gentrification of the local area. (Generalisation I know)
 
 We have one on our road, constant change of tenants, means a constant pile of c**p and new flat-pack packaging by the bins.  The housing is probably temporary for them and they have no transport so they can't go to the tip, and have no incentive to research council collection services.
 
 Not sure what can be done about it really other than for those of us who do live here longer term to report it to the waste collection people.

This has been there since Thursday, when I saw a guy sorting through it and carting away anything he felt was saleable or in ok condition.surprised its still there to be honest

On monday morning there was a rough sleeper in the doorway of the pizza shop next to the Red Cross shop on london road.He was lying on a sheet of cardboard wrapped in a duvet.
 I'm used to seeing such sad sights in the west end but not in SE23[/u]

Anyway, as it turns out, there is a completely new app by a new developer. Works fine on my iPhone. I had the original app from several years ago, didn't know that Lewisham had abandoned that one. So no need to sully myself using an inferior OS.

Well the council doesn't really offer sufficient hard waste collection anymore. I think you have to pay for it and the times they give you are probably rubbish, no pun intended.Just checked it's £15 for 3 items. So based on that pile, that's probably £60+.
 
 
 That's not very convenient for people who are short on money.  And most people don't have a vehicle to deliver to the tip.
 
 
 Its way easier for the council to let people fly tip (they are actively encouraging it with those prices), then let the residents put up with it, complain, then pick it up 2 weeks later once they can be bothered. That's cheaper than offering a proper service to every household.

Indeed, the "good old fashioned tip" is nothing of the sort - it is a newfangled recycling centre and as such only seems to accept things that you could put in your green bin anyway (unless too big). Oh, and garden waste and electricals. 
 Plus it closes at 12pm on Saturdays, is almost 30 mins away after queuing through New Cross at the weekends, plus another 5-10 minutes queuing outside during the summer, and you need to bring ID....
 
 If only it were a good old-fashioned tip. No wonder we have a fly-tipping problem.
