Burst Water Main

If anyone has problems with 'blocked' drains/sewers on their property can you post details on here. There is sewage/waste water overflowing onto ours and our neighbours' properties and we are trying to establish whether this is a true 'block' (some others in the local area seem to think it is ok to flush all sorts down the toilet - nappies etc) or whether it is a backing up problem caused by the amount of water hitting the drains from the burst water main.

Thames Water have said they would respond at some point to take a look but (a) their local resources are obviously busy so that wont be for some time and (b) warned of high costs if they establish the problems isn't their responsibility. As a result a neighbour has called a private contractor which is also costing a pretty penny and it would be good to have evidence of other blocking/backing up if we need to go back to Thames Water for a refund.

Also, is anyone able to provided clear guidance on the changes to the drain/sewer responsibilities that took effect on 01 October? Seems perverse that you have to rely on the only other body who might be liable to tell you whether or not you hold responsibility or not.
