They have tweeted this morning acknowledging the issue.

Really sorry to customers in #SE19 and #SE26 who are without water. We're fixing problems in Norwood and Crystal Palace to restore supplies

Have always found communication with Thames Water better over twitter, as they are keen not to look bad in public.
