That everyone is blaming everyone else just strengthens my suspicion that there has not been the level of planning required to deal with the detailed local consequences of the big projects.

I suspect that there is a problem in joint planning for the operators in that they are paid to run specific services, and would understandably be concerned to know how their revenues would be maintained if there were to be radical restructuring of services.

For anyone who is responsible for running the whole system, there is the risk that any over-riding of contract terms to restructure services temporarily is likely to lead to large claims for compensation.

I don't know what the contracts say about the right of Network Rail or anyone else to impose an overall solution.

It would be worthwhile pursuing this through MPs and so on.
