Lewisham Council consultation on changes to waste and recycling

It does seem as though they have made up their minds already.

I do like the way all of the recycling goes in one bin - this seems like the best way to go to encourage participation - KISS and all that. Fewer bins too.

As I understand it, the issue with wet paper is that the recyclers are used to paying for it by weight and water bumps up the cost (to them). Given the scale of this I wonder if there is an automated assay solution, or, given that it is going to get wet anyway to make a pulp, perhaps it could be weighed wet? Anyone know more about this?
