She could well be sharing someone elses pitch and they are giving her ?5 for the pleasure. Or someone could be extorting money from her. Or it could be something very straightforward such as giving someone change. It does happen. Just be careful that good intentions do not literally explode in her face, as its probably her only means of income, and she may be doing nothing particularly untoward.
