Bizarre noise in Dartmouth road 4am

Anyone know what that noise was in Dartmouth Road this morning at 4am. Sounded like a busker with Bongo drums and a screechy voice - went on for about an hour - more outside than in really annoying and of course who can you call at that time when the noise people have gone home at 3am.
