Quite right jaradras, these are council owned with council tenants.

It's really horrid seeing the washing flying for all to see and yes hairyboggart, absolutely, I don't want to see someone's underwear and clothes hanging over our lovely high street. It's got nothing to do with tumble dryers it's about a bit of common decency in my opinion not hanging your washing in such as massively conspicuous way. There is a communal garden behind them which could be used but they obviously don't care.

Anyway, back to the OP's point. Why don't you call the council and request it Cheeky?
