That block is Council owned and therefore responsible for maintenance and any breaches of tenancy agreement i.e. clothes on washing line. In the old days when GLC (Greater London Council) were managing council homes across most of London there was a clause in the tenancy agreement that required tenants not to hang their washing on balconies etc, this clause was removed over the years.
